The ERTMS Programme Management directs the implementation of ERTMS in the Netherlands. The parties using the tracks in all possible ways are called the users.
The users consist of NS, ProRail, fleet owners, regional passenger train companies, rail freight operators, the railway contractors and the heritage vehicle owners.
NS is the largest passenger railway company of the Netherlands with over 1 million passengers every day. The programme responsible for the deployment of ERTMS within NS is called ERTMS@NS. NS - Dutch Railways
ProRail is the railinfrastructure manager of the Dutch railways. Therefore, ProRail is responsible for implementing ERTMS in the infrastructure and adapt its traffic management system accordingly. ProRail

The railway sections on the international corridors (TEN-T corridors) will be converted to ERTMS. The rail freight operators must ensure that their locomotives running on these sections are fitted with ERTMS. Rail freight operators
Provinces and transport authorities exploit their regional lines via a transport concession. Regional transporters register for this. For the duration of the concession they must provide public transportation by rail. Regional passenger operators
Contractors are constantly performing maintenance of the rail infrastructure, using their own equipment. All the contractors’ equipment together is called the 'yellow fleet', because the vehicles used by contractors are mostly yellow. Yellow fleet
